Bribing the Bailiff
Bribing the Bailiff is the workshop-access quest offered by Noel vir Roan in Brynn. Bringing the Recommendation Letter and handing over 1 Ruby outside the street scene opens trade during that interaction, but you must still speak to the official again inside the workshop to complete the quest.

Starting and preparing
01 Speak to the official with a recommendation
Find Noel vir Roan in Brynn (Guild Quarter). Finish the introductory conversation outside, then use the Recommendation Letter to discuss workshop access. The letter is a dialogue requirement; the handover does not consume it.
Continue after hearing the terms to start the quest. If you lacked the letter at first, bring it back and return to this request through the dialogue options. If a separate artisan-recruitment request takes priority, finish that topic before asking about access.

After starting the quest, prepare 1 Ruby and return to Noel vir Roan to hand it over. The handover check accepts this item and the required count.

03 Hand over the required item
Hand 1 Ruby to Noel vir Roan. The quest advances to its next objective and consumes the item, but this step does not complete the quest. If the handover happens outside the street scene, that dialogue can open trade immediately; this does not mean the quest is complete.

04 Speak again inside the workshop
After the handover, find Noel vir Roan inside the workshop and interact again. The official must be outside the Brynn (Guild Quarter) street scene and the handover must have advanced the objective; entering the room or completing the handover alone is not enough. This interaction advances the final objective and completes the quest.
After completion, the ordinary trade entry still depends on the official's trading period, state and interaction conditions. The quest dialogue's custom trade option uses a separate completion and location check. Whether the official can be reached still depends on his actual position; this does not guarantee all-day trading.

The custom trade option in the quest dialogue also requires completion and that the official be outside the street scene, but it does not read the same period table as the ordinary entry. The audacity of certain Brynn officials has no bounds - not only are they unimpressed by the letter from Bern, but they also refuse to take bribes in gold.##Noel vir Roan, the bailiff of the Carpentry Workshop, will not settle for less than precious gems: a good-sized ruby should buy me access to some of the gear they make for the city.
