Emissar Rickerd tasked me with bringing a report from Osbrook to Governor Weber in Mannshire.#It's a matter of state importance - he told me not to break the seal under any circumstances, or I'll get in trouble.

You may deliver the sealed letter directly or read it in the inventory first, converting it into an opened letter. Both routes remove the letter and proceed to the return objective.
A Keep the seal intact
Weber pays an additional 100 crowns when he receives the sealed letter.

The item becomes an opened letter; Weber does not pay the 100-crown sealed-delivery reward.

Delivering the letter with its seal intact awards 100 crowns from Weber; the opened-letter route does not. Back with Rickerd, you may finish without asking for more or request the promised reward.
Asking for payment grants 1 Antique Buckle and 1 Elven Ice Wine; leaving without asking grants neither item. Both choices complete the quest.
